It is quite possible to create your own radio station, although this process is very laborious and consists of many stages. Whoever decides to start a radio station will need to create a legal entity, develop a detailed business plan for the radio station, and obtain certain licenses and permits.

Step 1
To create a radio station, in addition to searching for an office, personnel, registering a legal entity and an advertising campaign, you must develop your own frequency and obtain certain licenses. The following types of activities should be indicated in the constituent documents of a legal entity: the creation of radio, television and additional programs, television and radio broadcasting and broadcasting of additional information, commercial and political advertising, activities in the field of mass media (mass media).
Step 2
It is necessary to register mass media with the Federal Service for Supervision of Compliance with Legislation in the Sphere of Mass Communications and Protection of Cultural Heritage. To do this, you must write a cover letter and fill out an application in the prescribed form, which will contain, among other things, such information as:
1.the subject of the radio station.
2. the percentage of planned advertising (no more than 20%).
Step 3
To develop a natural frequency, it is necessary to prepare a package of documents at the Federal State Unitary Enterprise "Main Radio Frequency Center" containing, among other things, a cover letter, information about the applicant, information about the legal entity created for the radio station, information on the purpose of the radio frequency, the period for which the radio frequency is needed. These documents must be accompanied by the form No. ID-TV, VHF ChM, which is certified by the seal of the legal entity and signed by the head. In case of a positive reaction to the application, the Federal State Unitary Enterprise "Main Radio Frequency Center" will conclude an agreement with the owner of the radio station for the development of a radio frequency and, after paying the invoice, it will begin work on such development and coordination of the frequency with the interested state bodies.
Step 4
The next stage is obtaining licenses from Rosokhrankultura and Rossvyaznadzor. If the broadcasting zone of your radio frequency will cover settlements with a population of 200,000 or more, then a license from Rosokhrankultura will need to be obtained on a competitive basis. The interested party initiates the competition. To open it, you will need to submit to Rosokhrankultura documents containing the business plan of your radio station, documents of a legal entity, and a broadcasting concept.
Step 5
Obtaining a license from Rossvyaznadzor is much easier: all that is required from the license applicant is to submit an application, documents of a legal entity, indicate the territory in which the communication service will be provided and the period during which the license applicant intends to carry out activities in the field of communication services. To turn on the radio, you need to obtain permission to use radio frequencies from Rossvyaznadzor.
