The situation is similar with the calculation for cold and hot water. If there are no metering devices, then the payment for them is calculated according to the standard established by the local administration. If there are metering devices, the accrual is made according to the consumed volume of water.

For homeowners' associations, as well as owners of private buildings, the tariff for housing and communal services is equal to the tariff of the supplier that supplies these services to consumers. But in this case, the heating tariff will also consist of the amount approved by the regional Tariff Service of your region. In the case of water, everything will be the same. As for clients of management companies, the local administration will set the tariff for HOAs and the private sector. To verify the numbers, you will only need to add up the indicators calculated according to tariffs or standards in the columns regarding your living space and the number of people registered in the apartment. If the result converges, then everything is fine. If not, then you will definitely need to look into the accounting department of the management company and ask for a recalculation.
