Step 1
Prepare documents and register a legal entity in accordance with the law. You need to register a company, indicating in the charter as a subject of activity the creation of radio, television and additional programs; commercial and political advertising; activities in the field of television and radio broadcasting; activities in the field of mass media (mass media).
Step 2
Register a media outlet. To do this, contact the Federal Service for Supervision of Compliance with Legislation in the Sphere of Mass Media and the Protection of Cultural Heritage. Prepare an appropriate package of documents including a cover letter; a statement certified by the signature of the head and the seal of the legal entity; a document confirming the payment of the state fee; a copy of the charter; an extract from the register of legal entities; a copy of the tax registration certificate; copy of the founder's passport.
Step 3
Get an expert opinion on frequency design. Prepare and send a package of application documents to the Main Radio Frequency Center, indicating the period of the intended use of radio frequencies and channels. The specified organization selects a radio frequency, carries out calculations of technical compatibility with civilian electronic devices. Coordination is also carried out with the Ministry of Defense and FAPSI.
Step 4
Having received the expert opinion, calculate the population coverage for your radio frequencies. To do this, you can contact the Federal State Unitary Enterprise "Research Institute of Radio". Having an expert response and a calculation of the population coverage, submit documents with a request to organize a competition with Rosokhrankultura. If you win the tender, prepare a package of documents for obtaining a broadcasting license from Rosokhrankultura.
Step 5
Obtain a license from Rossvyaznadzor for communication services for broadcasting purposes.
Step 6
Obtain permission to use radio frequencies. To connect a radio station, you need permission to use the corresponding frequencies in Rossvyaz. The permit is usually issued within 120 days.
Step 7
Develop a working project and go through its expertise. This stage is mandatory when building a radio station with a transmitter power of more than 100 watts. The examination is carried out at the Ministry of Information and Communication of the Russian Federation.
Step 8
Obtain a certificate of registration of the radio-electronic device. For this, the technical parameters of the radiation of the transmitting device are measured. The result of the procedure will be the corresponding protocol.
Step 9
Obtain permission to use the communication object. This is the last stage in the formal procedures for organizing a radio station. Notify the Rossvyaznadzor department about the start of construction of the communication object. A building license is required for construction. Upon completion of construction, send a notification to Rossvyaznadzor again. An act of the acceptance committee will be drawn up and a permit for the operation of the communication facility will be issued.
