Regardless of the activities in which this or that organization is engaged, its leaders have a choice: whom to hire. Very often, entrepreneurs hire foreign citizens, which can be explained by several factors. First, a foreign worker may have a higher level of training. Second, most foreigners are just cheap labor.

Step 1
In order to attract foreign employees to your organization, you must obtain an appropriate permit. This is indicated in the fourth paragraph 13 of article of the Federal Law No. 115 "On the Legal Status of Foreign Citizens in the Russian Federation" dated July 25, 2002.
Step 2
The only exceptions are workers who do not require a visa to stay on Russian territory. Before obtaining permission to attract foreign labor, you need to obtain a quota if it is established by the Government of the Russian Federation in the sixth paragraph 13.1 of article of the above law.
Step 3
To get a quota and determine its size, write a statement in which you indicate your need as an employer to use the labor force of foreign citizens. Submit this document to the executive government authorities. All the powers assigned to this body are defined in the decree of the Government of the Russian Federation of December 22, No. 783.
Step 4
If you want to know in advance how many foreign citizens you can attract, look at the relevant government decree, which sets the total number of quotas for issuing permits to foreign workers.
Step 5
You can also see the order of the Ministry of Health and Social Development of Russia, in which the total volume of quotas is broken down into certain categories: professions, specialties and qualifications. Select the required item of the document, and you will be able to find out the maximum possible number of attracted citizens of another country in this position. Please note that one employer has the right to hire an unlimited number of people within a predetermined quota.
Step 6
In the event that a foreign worker arrived in the territory of the Russian Federation in a visa-free regime, you do not need to apply for this quota. Submit to the Federal Migration Service of the Russian Federation and the employment office a notice of the conclusion of an employment contract with a foreign citizen who owns the appropriate permit, and continue your entrepreneurial activity.
