Step 1

After completing the construction of a free-standing garage block, you will need to commission garages, even if they are built on your territory. To do this, you will need to issue and receive an act of putting them into operation.

Step 2

An act or permission to put garages into operation is issued by a body authorized by this administration of your municipality, in accordance with the Town Planning Code of the Russian Federation. Check with the administration which municipal institution is authorized to do this, and apply to the name of its head. In the application, indicate your last name, first name, patronymic, passport details and address of residence.

Step 3

Provide in the application all the necessary information about the constructed object and attach a copy of the building permit for a block of garages or one garage. Prepare and attach also the originals of the following documents: a certificate of ownership of land or a lease agreement for a land plot, a certificate and state registration of this plot, its cadastral plan and a diagram showing the location of the constructed garage. An opinion from a licensed body is also required, certifying that the building complies with the standards.

Step 4

Currently, local authorities authorized to issue construction and commissioning permits impose requirements for the composition of the package of documents that are different for each municipal formation. You should check with the administration which documents you may need additionally. It is likely that, in addition to a building permit and topographic survey, you may be asked for a geological certificate of the engineering properties of the soil, analysis of groundwater, a certificate of the actual cost of building garages, a certificate from the bureau of technical expertise and BTI.

Step 5

The application and the package of documents must be submitted according to the inventory. It must be marked with admission. The registration authority must hand over the decision to issue an act of commissioning within 10 days from the date of receipt of the application. It can also be received by a person who has a duly executed power of attorney from you.
