Register yourself as a sole proprietor. Contact the tax office at the place of your residence with an application, which is submitted on the unified form P21001. Immediately, in the application form, make a note that you will use a simplified taxation form. Step 3
Choose the place where you would like to set up your outlet. Obtain a sanitary and epidemiological conclusion from the Rospotrebnadzor authorities, evaluating the design documentation and the possibility of installing a kiosk at a given specific location. According to current legislation, permission to install it in your chosen location must be obtained from the municipal authorities. If the city is small, or you live in a rural area, most likely this will not be a problem. But in large cities, where every piece of land is dear, you will need to take part in the tender.

Since the kiosks are usually located in crowded places, on public lands in settlements, and their area is quite small, the land under them can only be leased. If you win an auction or tender for the right to lease, the administration will conclude an appropriate agreement with you. If there are no other people who want to participate in the auction, besides you, an agreement can be concluded between you and the administration directly.
Step 5
Having received the land for rent, issue a permit for the installation of a kiosk with the architecture authorities, which will also need to be coordinated with the trade department under the administration of your municipality.
Step 6
After the kiosk is installed, it will be necessary to obtain a sanitary passport for this shopping facility, confirming that all the necessary sanitary standards have been met, and preventive measures for pest control and disinfection have been carried out. You may also be required to have a contract for the disposal of mercury lamps and, sometimes, a contract for the removal of solid waste or organic waste.
