Step 1
Obtain a trade permit from the local administration and agree on the location of the outlet you have chosen with the Department of Architecture and Urban Planning. Register with the tax authorities as an individual entrepreneur, purchase and register a cash register there, concluding an agreement for its further maintenance. Obtain permission from the fire inspectorate and the local department of Rospotrebnadzor.
Step 2
Order a ready-made street vending kiosk or a prefab tent (the latter option is not welcomed by the administrations of many cities, although the costs are much less than a closed stall). Supply electricity to the outlet, which will be needed both for lighting in the dark and for powering refrigerators, which will be difficult for you to do without. These refrigerators (for ice cream and drinks) also need to be purchased, in addition to them from commercial equipment, you will most likely need counter scales.
Step 3
Make a database of suppliers with whom you plan to interact, decide on an assortment range, which will then need to be regularly replenished and optimized. If you still have little entrepreneurial experience, talk to people who have already achieved notable success in this kind of trade - speculative logical constructions will never replace living experience.
Step 4
Find several distributors for your outlet, checking them for the qualities that are most important for the seller, to the extent that it is possible with preliminary acquaintance. The necessary properties of a distributor in a small retail outlet are honesty towards the owner and courtesy towards customers. Remember that even before your outlet starts functioning, you must already have at least one person whom you have reason to trust, otherwise there can be no question of the prosperity of your business.
