The SRO admission certificate is today a mandatory requirement for construction, design and survey organizations to work on the market. Unlike the previous licensing system, self-regulation provides for a fee system, which is often financially difficult for construction organizations. In order not to be in debt to the SRO, it is necessary to carefully study the possibilities for minimizing the cost of certification.
Revision of types of work
The size of membership fees in each SRO is set independently, there are no unified rates. As a rule, the scale of SRO contributions is graded according to the volume of types of work that are indicated in the company's certificate. If the contributions turn out to be unbearable, then the construction organization needs to revise the types of work and, if necessary, abandon some of them in order to reduce the amount of membership fees. At the same time, it should be remembered that the refusal of general contracting functions for the enterprise promises a ban on the conclusion of relevant contracts and the loss of this line of activity.
Contribution Reduction Initiative
Self-regulatory organizations have the ability to set the amount of regular membership fees at their discretion. This right proceeds from the essence of the industry's self-regulation, in which the SRO is a structure created by the business and is also regulated by it. Understanding this, each member of the SRO can raise a question before the membership about the need to revise membership fees, which are often directed to the maintenance of the SRO apparatus, its clerical and accounting services. An appropriate initiative must be presented at a general meeting or a meeting of the SRO council, presenting an economic justification for the position.
You can also send a written appeal to the management of the SRO - the general director or the chairman of the board - about the need to revise the amount of regular funding for the apparatus. Excessive financing of the needs of SROs can become the basis for reducing membership fees for the entire range of enterprises.
The reasons for the decline can be used the difficult situation in the construction market, long downtime of enterprises, reduced funding from customers, etc.
SRO change
A radical option is to secede from the SRO of its own free will. This option is disadvantageous only at first glance. Upon leaving, a contribution to the compensation fund in the amount of at least 300 thousand rubles is non-refundable. However, in the long term, changing the SRO, where the membership fee is much lower, may be an economically justified measure.
