The legislation of the Russian Federation provides that trade in alcoholic beverages is possible only after obtaining a special permit. This document is most often referred to as a license to trade in alcohol.
Instructions
Step 1
Since individual entrepreneurs cannot trade in alcohol, go through the registration process as a legal entity, choosing the required form of organization. For example, a limited opportunity company (LLC) or a closed joint stock company (CJSC).
Step 2
Decide in what form the alcoholic beverages will be traded: “take-away”, as in a store, or “on the spot”, as in a cafe.
Step 3
Gather the necessary documents, which include: - Certificate of registration with the tax authority; - Charter of a legal entity (enterprise); - Order on the appointment of you or another person as a manager with the obligatory indication of the last name, first name and patronymic. It is also necessary to attach documents confirming the manager's entry into office; - A certificate from the tax accounting authorities about the absence of arrears; - Extract on the formation of a legal entity from the Unified State Register; - Card of registration of the cash register; - Documents confirming the ownership of the outlet where trade in alcoholic beverages, or a lease (sublease) agreement; - Certificate from the bank on the level of the authorized capital; - Rospotrebnadzor's conclusion on compliance with sanitary and epidemiological requirements; - Conclusion on compliance with fire safety standards, which can be obtained after an appropriate check in the Ministry of Emergencies; - Agreement with the company that guards the facility; - Premises plan, which should be obtained from the BTI.
Step 4
To obtain a license, contact the Consumer Market Department in the region where the legal entity is registered. Attach all collected documents. Write an application demanding a license to sell alcoholic beverages for a period of 1 to 5 years.
Step 5
Pay the fee for obtaining a license in the amount of 40,000 to 200,000 rubles. You can find out the exact amount in the Department.
Step 6
After acceptance for consideration, a commission will arrive at your point of sale for verification. The goal is to get acquainted with the availability of a copy of the Law "On Protection of Consumer Rights", the rules for the sale of goods, quality certificates, valid health books, a book of complaints and suggestions, a fire system, and so on.
Step 7
Within three months, the decision to issue a license (upon successful completion of the commission) will be made.
