According to Federal Law No. 171 of November 22, 1995, licenses for retail trade in alcoholic beverages are granted by licensed regional departments. The subjects of the Russian Federation independently determine the specific rules for obtaining these documents and can establish specialized types of licenses for various methods of selling alcohol.
Instructions
Step 1
To find out how to obtain a sales license in your area, contact your regional licensing office and see the list of documents to be submitted. As a rule, these are: - an application for a license;
- copies of TIN and OGRN, notarized;
- constituent documents of the organization;
- certificate of absence of tax and duty arrears from the tax office;
- the conclusion of Rospotrebnadzor;
- a certificate from the district police department, confirming the presence of a security alarm in the trading premises with the attachment of an act of its acceptance into operation, or a certificate confirming the conclusion of an agreement on the provision of security services with a copy of this agreement attached;
- conclusion of the fire service;
- a copy of the certificate of ownership of the premises, which is planned to be used for trade, or a lease agreement for it;
- registration card for cash register equipment, notarized. If you have several outlets, the conclusions of Rospotrebnadzor and the fire service, a certificate from the police department, documents for the premises and a KKM card, provide for each of them.
Step 2
Fill out two copies of the list of documents. One of them remains with the licensing office, the other is returned to the applicant with a mark of acceptance. The documents must be reviewed within thirty days.
Step 3
Get ready for checks. During the month allotted for making a decision on the application, special commissions visit the premises in which it is planned to carry out trade. It is checked: - compliance with fire safety rules;
- the requirements established by Rospotrebnadzor;
- availability and proper registration of cash registers, as well as ensuring the required level of security.
Step 4
As part of the audit, the commission has the right to demand the logs of the sanitization of retail space medical books of employees; evacuation plan; documents on cash registers, etc. In the trading floor, you need to place the obligatory information for buyers: - the law on consumer rights (No. 2300-1 dated February 7, 1992);
- the rules for the sale of certain types of goods, which are approved by the Government Decree of January 19, 1998 No. 55;
- copies of certificates of quality of alcoholic beverages with the supplier's seal and the inscription "copy is correct". It is also necessary to have a book of complaints and suggestions.
Step 5
Remember that the license is issued for a specific period. How to get a license to sell alcohol after it ends, you need to find out at the regional department. According to the law, for this it is necessary to fill out an application for its extension and provide documents according to the abbreviated list, but in practice, officials often require a full package, as upon the first receipt.
