If you want to set up a public beach, carefully choose a location for its location and be prepared for visits from representatives of various regulatory authorities. Permits to open the beach will need to be obtained from both Rospotrebnadzor and the Ministry of Emergency Situations. In addition, considerable expenses will be needed to equip the resting place itself and to clear the bottom of the reservoir.

Step 1
Choose a location for the future beach. Remember that not every coastal area will be able to obtain this status. The resting place should be located no closer than half a kilometer from the nearest drain. And the bottom of the reservoir should decrease gradually. In general, each region has its own regulatory framework on this issue. Study it carefully.
Step 2
Take out a land lease. If this is a municipal territory - contact the city administration with this question. If the land is private, negotiate with the owner.

Fence off the beach area on land. Place buoys on the water border. Before importing sand, experts advise to remove the topsoil and lay geotextiles so that the grass does not germinate, and the sand is washed out more slowly by water. On the contrary, some parts of the beach can be sown with lawn grass or rolled lawns can be spread. Also, part of the resting place can be paved with paving slabs - it will be more convenient to put sun loungers and umbrellas on a hard, flat surface.
Step 4
Hire divers to clean and survey the bottom of the reservoir. According to the norms, the descent into the water should be smooth - at a distance of 15 meters from the shore, the depth should not reach more than two meters. It is desirable that the bathing area is sandy or small pebbles.
Step 5
Organize beach infrastructure. Install changing cabins, toilets, and if the sewerage system is not connected - dry closets. You can equip a shower, a cafe, water slides, catamarans for rent, banana and scooter rides, a massage booth, a place for applying henna drawings. Naturally, in the place of mass recreation there should be a first-aid post, a rescue tower, and a security point. It is advisable to equip the beach with a video surveillance system so that visitors, leaving for a swim, do not worry about the things they have left.
Step 6
Even before the start of the swimming season, your beach should be visited by a special commission consisting of representatives of the Ministry of Emergency Situations, the Inspectorate for Small Vessels and Rospotrebnadzor. They will carry out the acceptance of the beach. If there are no complaints, you will receive permission to use it. If there are flaws, you will be given time to fix them.
