Russian legislation does not allow trading in alcohol without a license, regardless of the scale of the sale. To obtain permission, it is necessary to comply with a number of requirements and strictly follow the established procedure for obtaining a license.

Step 1
Register a legal entity. Individual entrepreneurs cannot obtain a license to trade in alcohol.
Step 2
Decide what type of alcohol retail you will be doing. For example, the sale of alcoholic beverages at the point of purchase or outside it. The first category includes cafes, bars and restaurants, while the second includes shops. All of them have the right to sell beverages with an ethyl alcohol content of 6 to 15% or more than 15%.
Step 3
To obtain a license to trade in alcohol, you should know the legal requirements for you. The law "On licensing" will help to study them.
Step 4
Meet all requirements.

Collect a package of required documents. It includes: • constituent documents;
• certificate of state registration of the enterprise and its tax registration;
• extract from the Unified State Register of Legal Entities;
• codes from Goskomstat;
• a fresh certificate issued by the tax inspectorate confirming the absence of a legal entity's debt on taxes and fees;
• for enterprises planning to sell alcohol with an ethyl alcohol content of more than 15% - an agreement for security services and an act of commissioning a security alarm;
• documents confirming the right of ownership or temporary use and disposal of a land plot or building where sales will be made;
• for enterprises planning to sell alcohol with an ethyl alcohol content of 6 to 15% - a BTI plan with an explication and an extract from the technical passport for the building (structure) in the form 1a and 5;
• conclusions on the compliance of the warehouse with all sanitary and fire safety standards;
• KKM card;
• certificate of registration of the legal entity in the Register of Small Business;
• a document confirming the presence of the authorized capital or fund in the amount of at least one million rubles;
• a payment order with a bank note confirming the payment of the fee for issuing a license for a period of one year;
• power of attorney to represent the interests of a legal entity.
Step 6
Submit documents to the licensing authorities for review. You will be able to obtain a license to trade in alcohol no earlier than three months.
