A construction tender is an auction for the right to conclude an agreement for the execution of design estimates, construction and installation and finishing works, as well as for the supply of the necessary materials. All construction tenders are held according to the same scheme.
When conducting an open tender, which provides the best conditions for competition, the main five stages of the tender can be distinguished:
A tender announcement is posted, potential contractors learn about the tender and submit their application forms.
The organizer of the tender examines the participants, conducts a qualification selection and approves several applicants.
Applicants study the tender documents and submit their bids.
The tender documentation consists of two parts. The first technical part contains information about the construction object:
- location and purpose of the construction object,
- availability of access roads to it,
- general plan,
- architectural, construction and technical characteristics of the object,
- description of all proposed work.
The second part of the documentation is presented with commercial parameters, which indicate the cost, terms and conditions of work.
It is necessary to submit application documents definitely accurately, according to the instructions of the customer. The registration of the application must be perfect, all the norms of state standards are strictly observed. Any errors or minor nuances that contradict the requirements can be considered as violations, and participation in the tender may be refused even during the preliminary selection process.

Evaluation and identification of the winner. The tender committee is in charge of considering the proposals. To win a construction tender, an applicant must pass an assessment for economic reliability and commensurate capacity.
Reliability is understood as the ability of the applicant to fulfill the order on the terms proposed by him. For this, the following indicators of the applicant's company are considered:
- total volume of completed construction and installation work,
- profit,
- revenue,
- average number of personnel,
- the cost of fixed assets - construction machines, mechanisms.
