If you run a promotional lottery, tickets or coupons are distributed free of charge (for example, they are pasted on the packaging with goods). Paid lottery provides for the sale of lottery tickets.

Step 3

Develop the rules for participation, the procedure for drawing the prize fund, the conditions for receiving prizes.

Step 4

Obtain permission to hold the lottery from the tax office.

Step 5

If you are running a stimulating lottery, decide on a site that will contain full information about the promotion, the rules for participation, and the results of the draws (in the case of a draw lottery). It is recommended to publish information about the results of the lottery in newspapers.

Step 6

Make a layout for a lottery ticket. It must contain excerpts from the rules of participation, the order of the drawing and the conditions for receiving prizes.

Step 7

Find a print shop to print lottery tickets. It must be licensed to print counterfeit products. Agree with the printing house how the lottery ticket will be identified in case of winning, discuss the specifics of the examination. Russian legislation imposes special requirements on lottery tickets (Federal Law "On Lotteries", orders No. 14 and No. 65 of the Ministry of Finance of Russia).

Step 8

Decide how you will distribute the prize fund of a paid lottery - as a percentage of ticket sales or the presence of a super prize. According to the existing Law on Lotteries, the prize fund cannot be less than 50 percent of the proceeds from the lottery being held.
