Register a legal entity (LLC, OJSC, CJSC or mutual insurance company). Please note that opening an insurance company requires an impressive authorized capital - at least 20 million rubles. Step 2

Get a database of the best employees in regional insurance companies. Professionals in this area are highly regarded, so you may have to outsource employees from other insurance firms. Interview newcomers to insurance from time to time to nurture your workforce as well.
Step 6
Promote your company as actively as possible, but remember that direct advertising in this area will not work. Therefore, conclude agreements with banks, healthcare institutions and car dealerships, offering the widest range of opportunities for mutually beneficial cooperation.
