Utility bills are high and rise every year. Most Russian families have utility bills in excess of fifty percent of their income. The state reimburses a certain amount of such families. But a subsidy from the state can be obtained if the amount of the rent is more than twenty-two percent of the total family income.

Step 1
Calculate your family's total income. Family income is considered for family members who are registered in this apartment or house. Add up the income of each of your family members. The amount received is called total income.

Count the number of members in your family.

Calculate the total income per person. To do this, divide your total monthly household income by the number of members in your household. The amount received is the total monthly income per family member.
Step 4
Calculate the average cost of living. The subsistence minimum is set once a quarter for each district separately. Moreover, the figures for the calculation are taken from the appendices to the decrees of the governors for the regions of the Russian Federation. If you have a working member in your family - for him one living wage for a month, if a pensioner - another, if a dependent - a third. Add up the monthly subsistence minimum for each family member, divide the amount received by the number of members of your family. The result is called the average subsistence minimum for one member of a particular family.
Step 5
Calculate the income-to-living wage ratio. Divide the result obtained from calculating the total income per family member by the result obtained from calculating the average subsistence level for one member of your family. Based on the coefficient calculated for your family, your family is entitled to spend a certain percentage of your family's total income on utilities. The maximum allowable share of expenses for utilities is taken from a scale, where a certain percentage of spending corresponds to the size of the coefficient.
Step 6
Calculate how much money you spend on utility bills per month according to utility bills.
Step 7
Multiply the percentage spent by your total household income. The amount received will be the amount that you are entitled to spend on utility bills.
Step 8
Subtract the amount that you have the right to spend on utility bills from the amount spent on utility bills. The result obtained is the amount of the subsidy that the state should reimburse you. Moreover, the subsidy is due to those who do not have utility bills. If the result is negative, then you are not eligible for the subsidy.
