According to article No. 157 of the RF ZhK and the rules for the provision of communal services to citizens, approved by Decree of the Government of the Russian Federation No. 37 of May 23, 2006, the calculation of payment for heating is made by the settlement center of the housing maintenance company and sent to citizens in the form of ready-made receipts, payable by the 1st day of each months. Step 1

In accordance with the legislation of the Russian Federation, the recalculation for heating is required to be made once a year, but this adjustment of the payment provides for the coverage of the supplier's expenses in connection with inflation during the year.

Step 2

If the quality of the services provided does not suit you, you have the right to demand the supplier to recalculate the payment for heating at any time. To do this, you will need to call the housing commission and representatives of Rospotrebnadzor. The authorized representatives of these organizations are required to draw up an act based on the results of the inspection and the actual measurement of the temperature in the apartment.

Step 3

If your request to conduct a check is denied to you, then you have the right to create an independent commission, consisting of several tenants, draw up a written act, which must be signed by representatives of the initiative group of tenants and contact the settlement center, demanding a recalculation in writing for the provision of services of inadequate quality.

Step 4

Normative acts do not indicate the exact parameters of poor-quality apartment heating services, but if the temperature in your apartment is consistently below 18 degrees, then the quality of services should be considered unsatisfactory and recalculation should be required.

Step 5

If the supplier refuses to recalculate, apply to the arbitration court. Show your passport, the act of the housing commission, Rospotrebnadzor or an initiative group of tenants, receipts for utility bills for 12 months and their photocopies. For low-quality services, the recalculation amount is 15% for each month. The money paid for the heating is not refundable, just next month you will be sent a receipt for a lower amount.

Step 6

If in your house there is a general house or individual metering device for heat energy, then the calculation for heating is made according to the readings of the device. Recalculation in this case is not made, since you pay only for the heat energy you receive.
