In Art. 30 of the Forest Code of the Russian Federation regulates the possibility of timber harvesting by Russian citizens for their own needs. In particular, it spelled out the opportunity to register a forest for construction on the basis of a contract for the sale and purchase of forest plantations. The constituent entities of the Russian Federation have adopted local laws that clarify this right and establish standards for forest allocation.

Step 1
Specify the procedure and standards for timber harvesting by citizens for construction needs, which are established in the constituent entity of the Russian Federation, in whose territory you live. This law should separately spell out the norms for providing forests for the construction of a house and outbuildings, repair and reconstruction of residential buildings, as well as their heating. In addition, for each of these needs, the frequency should be established when a citizen has the right to receive timber.
Step 2
To build, reconstruct or repair a residential building or other outbuildings located on a land plot that is your property, apply to the administration of the rural district in which it is located. The norms for the allocation of forest for building a house for each district may be different, on average you can get about 150 cubic meters of "commercial" wood.
Step 3
In addition to a copy of the passport and a certificate of family composition, it is necessary to collect and attach to the application all documents of title to the land plot and buildings located on it. If you are building a new home, attach a copy of the building permit to your package of documents.
Step 4
Your application will be considered by a special commission created by order of the head of the village administration. In addition to representatives of the authorities, it may include employees of the architecture authorities and the department of nature protection and forestry. The commission examines each application separately and determines the legality of the release of a particular amount of forest. In case of a positive decision, a sales contract will be concluded with you.
Step 5
Please note that, as a rule, the forest stands out "at the root". You will receive a specific area for planned felling. You will need to completely cut down and clear the allocated area of trees and independently process and remove the forest.
