Instructions

Step 1

Make a deal with a foreign person in the form of a contract for the supply of goods. The contract must be drawn up directly with the overseas supplier. It is desirable that the agreement be completed in the Russian-language version, a combination of several languages is also allowed.

Step 2

Register the passport of the import transaction with the servicing bank. If this is the first time you do this, then contact the bank manager and follow his instructions. Pay under the agreement by transferring funds directly from your account to the supplier's account. If you want to refund VAT, it is not allowed to involve third parties. Carry out customs clearance of the imported goods and draw up the appropriate customs declaration. Receive PSM and put the received equipment, machinery or product into operation.

Step 3

Get your bank statement and file your tax return. Prepare a package of documents for VAT refund, among which there must also be transport documents that confirm the import of goods. Write an application for a refund of the amount of NDM upon import. Submit the collected documents to the tax authority no later than three months from the date of filing the tax return.

Step 4

Wait until the end of the desk audit conducted by the tax inspectorate. In some cases, especially in case of incorrect registration of the submitted documents, a decision may be made on the need for an on-site tax audit. This can lead to penalties, so all documents must be carefully prepared before submitting an application. Upon completion of this procedure, a decision will be made to refund the declared VAT or to refuse. If a VAT refund was denied, and you consider the actions illegal, then you must file an appropriate claim in court, to which all the necessary documents are attached, as well as correspondence with the tax authority.
