June 20, 1991 is a "black" date for Soviet depositors of Sberbank. Then all the money was "frozen". Since 1996, the state has decided to pay compensation for the funds lost by people. The debt on deposits of Sberbank is recognized as the country's internal debt, which the Russian government promises to pay by December 25, 2020.
The first compensation for lost deposits before 1991 began to be carried out back in March 1991 by decree of Mikhail Gorbachev. But then the funds were paid on deposits not exceeding 200 rubles. All deposits exceeding this amount were credited to a special account for the payment of money with an interest rate of 7% per annum for 3 years.
The actual payments appeared in 1996. Citizens born before 1916 were able to receive them. The compensation was 1,000 rubles. In the future, every year the age category of citizens entitled to receive their money back increased, and the amount of payments remained unchanged.
How to get compensation if you had a deposit before 1991?
If you started a passbook before 1991, you can get your funds back. For this, it is enough to come to any branch of Sberbank of Russia and provide the following documents:
- passport;
- a statement of payment you wrote;
- passbook.
Even if you do not have a Soviet savings account, then all the information about the depositors is in Sberbank. If you are unable to appear at Sberbank in person, you can issue a power of attorney for any person from a notary. Then a photocopy of the power of attorney must be added to the above documents. The payment application will be considered by Sberbank within 30 days. If everything is in order, then the bank will transfer the compensation to your account.
But before you start drawing up compensation, it is recommended to consult a lawyer, since there are a number of nuances in the legislation that you may not be aware of. For example, if the account was closed before December 31, 1991, then you will not be able to receive compensation. If there were several passbooks, the money will be issued only one at a time.
Who is entitled to receive compensation and how much?
Since 2010, all Russian citizens who were born after the reform have the right to compensation.
Those citizens who were born before 1945 will receive compensation in three times the amount of the remaining money in the account as of June 20, 1991, Citizens born between 1945 and 1991 are entitled to a refund of double the balance on the account on June 20, 1991.
In addition, there are special coefficients that are used to calculate the amount of compensation. To the deposit closed in 1992 - coefficient 0.6, in 1993 - 0.7, 1994 - 0.8, in 1995 - 0.9, from 1996 to 2010 - 1.
Initially, the Ministry of Finance offered to pay 4 current rubles for 1 Soviet ruble. But due to limited funds in the country's budget, this proportion was reduced to 1: 3. Until 2020, it is planned to spend 340 billion rubles for debt reimbursement.
