In 1996, the government of the Russian Federation made a decision to partially restore the money savings of the population lost during the period of reforms by starting to pay preliminary compensation. Its procedure and conditions have changed several times. This process continues to this day, so citizens who had deposits in Soviet savings banks can partially compensate for the savings lost during the reforms.
The distrust of our citizens to the banking system dates back to the crisis of the 90s, when in a short period of time the savings of citizens depreciated several times. Previously, there was only one bank for the population in the country, and therefore everyone was satisfied with its work. But with the collapse of the USSR, the financial situation in the country deteriorated sharply, and people suddenly lost their hard-earned money.
In 1996, the government of the Russian Federation, as a measure of social support for the poorest strata of the population, began to pay compensation for Soviet contributions. At first, the payments were purely symbolic: the maximum that could be received for one deposit was the amount of the balance, if it was less than 1000 rubles, or 1000 rubles - in all other cases. In the future, some deposits were re-compensated, in addition, the list of categories of citizens eligible for compensation payments was expanded.
Where can I get compensation
The Russian Federation recognized the debt on Soviet deposits as its internal government debt. Sberbank of Russia, transformed on June 20, 1991 into a joint-stock company, became the legal successor of the network of Soviet savings banks, therefore, it was he who was entrusted with the payment of compensation for citizens' deposits. It should be noted that Sberbank makes compensation payments from the federal budget. The procedure, amount and timing of compensation are regulated by a number of regulations, including laws No. 73-FZ "On the restoration and protection of savings", "On the federal budget" for the current year.
How are compensation payments made?
To receive compensation for Soviet deposits, you must:
- come to the nearest branch of Sberbank with a passport and a Soviet savings book, if the deposit is valid;
- draw up an application for the payment of compensation due to you;
- write a statement about the loss of the savings book, if it was not possible to find it.
If the depositor cannot independently apply for compensation, its receipt can be entrusted to another person. To do this, you will have to draw up a notarized power of attorney to receive compensation.
For depositors whose savings were in savings banks in other regions, in order to receive payments, they must contact the nearest branch of Sberbank, write an application for payment of compensation and transfer the amount due according to the specified details. The heirs of the deceased depositor can also apply for compensation payments. To receive them, you need to wait for the opening of the inheritance and also contact Sberbank.
If you cannot find a Soviet savings bank, but you are sure that as of 20.06.1991 you or your relatives had valid deposits, you can apply for their search. Sberbank employees are obliged to accept it from you, as well as take all measures necessary to detect your deposit and establish the amount of the balance on it.
