Any activity related to alcohol today is subject to state licensing. For the retail trade of alcoholic beverages, entrepreneurs also need to obtain special licenses.
Instructions
Step 1
In order to obtain a license to retail alcoholic beverages, your business must meet certain requirements. They are spelled out in the relevant law for each type of enterprise and each type of product. So, depending on the type of activity, you may need one of the following types of licenses:
- a license for the sale of alcohol to be consumed at the point of sale;
- a license to sell alcohol that will not be consumed at the point of sale;
- a license for the sale of alcohol with an alcohol content of not more than 15%, which will be consumed at the point of sale;
- a license for the sale of alcohol with an alcohol content of not more than 15%, which will not be consumed at the point of sale.
To obtain any of these licenses, contact your local authorities (in Moscow, this is the Department of Consumer Market and Services).
Step 2
Collect a number of documents to obtain a license. These documents are spelled out by the Federal Law "On state regulation of the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products." The main documents from this list are a copy of the certificate of state registration of a legal entity, the Charter and the Memorandum of Association of the enterprise, orders for the appointment of the head and chief accountant, confirmation of payment of the state duty, a copy of the certificate of registration with the tax authority, a copy of the letter of registration in the State Register of Rosstat, conclusions of the SES and the State Fire Service of the Ministry of Emergency Situations, a lease agreement and a deed of transfer or a copy of a certificate of ownership of the premises, BTI documents, a floor plan and explication, a registration card for cash registers and an agreement for the protection of the premises. After checking the documents by the licensing authority, an on-site inspection will be carried out at your enterprise. This is done in order to check the accuracy of the information specified in the documents. Only then will the licensing authority decide whether or not to give you a license to retail alcohol.
Step 3
If the decision of the licensing authority is positive, then you will only have to pay for the license. The annual license fee is 40,000 rubles. Do not forget that you will also have to pay for the preparation of all documents for obtaining a license.
