Step 1

Contact the management company and ask them to hand you a document that contains a list of tariffs and mandatory payments for the apartment. In particular, it should reflect the payment for the repair and maintenance of common property (the tariff should be set by mutual agreement of the property owners and the management company), payment for utilities (water supply, sewerage, heating, solid waste removal, etc.).

Step 2

Compare the rates shown in the document with those shown on your receipt. According to the Government Decree No. 491 "On the approval of the rules for the maintenance of apartment buildings", it is the management company that is obliged to monitor the validity of tariffs. For each question of tenants, its employees must give a detailed and accessible answer.

Step 3

Write a statement to the accounting department of the management company and ask for a written report on the work done for a month, quarter or year. The company must provide such a report at the first request of the tenants. In the report, you can see all the expenses of the management company for the maintenance of the house, as well as the rates changed during the reporting period. Moreover, those that are approved by a non-management company, for example, the cost of one cubic meter of hot water, must be justified and refer to a specific company - the supplier of this resource.

Step 4

If you find unreasonably included tariffs in the general list of services of the management company, as well as a number of its other illegal actions, contact the State Housing Inspectorate and RosPotrebNadzor with a corresponding statement. They are obliged to check the activities of the management company and, if violations of the rules of the housing code are found, to punish the guilty management and accounting department of the Criminal Code.
