If you have not worked for hire anywhere, and you do not have a certificate, you will need to start with its registration. To do this, you will have to contact the PFR branch at the place of residence or stay. And if you do not have registration - to the nearest branch at the place of actual location.

The Pension Fund will also give you details (and most often - a ready-made receipt where you will need to insert the payment amount, as well as your full name, address and sign), with which you can replenish your retirement account. There are no restrictions on the amount and timing of payments: at any time during a calendar year and how much you deem necessary. When you deposit an amount from 2 thousand to 12 thousand rubles (that is, 1 thousand rubles a month) during the year, the state will credit your account with exactly the same amount that you replenished it with during the year.
