Setting up your own airline is a mega-cost affair and pays off only in the long term. However, now all over the world there is a constant increase in the volume of air transport. Therefore, it is probably still worth taking the risk and trying to create your own company.

Step 1
Assess the level of your financial capabilities to create an airline. In the early years of its existence, any airline will need strong investment and bring only losses. Even low-cast projects will need constant financial stimulation.
Step 2
Assess the need to establish an airline in your region. Find out which routes are the most popular and which ones have the least competition. Find out what types of aircraft are the most reliable, easy to operate, comfortable and least expensive. Use the experience of successful Russian and foreign companies in your research. Make a business plan for your future enterprise.
Step 3
Contact investors who want to secure their capital with profitable investments, and outline the prospects for cooperation with you. Investors are usually asked to provide certificates and registration documents. Therefore, in parallel, start creating a package of documents for registering your airline, which can be long-term (from a year to five).
Step 4
Lease or buy planes. When choosing aircraft, be guided by what class your company will be. In any case, purchase only those aircraft that have all the accompanying documents (and if you plan to fly abroad, then additional safety certificates).
Step 5
Enter into an agreement with one of the airports for the rental of premises and runways, as well as aircraft maintenance. If you are a subsidiary of an airline that has its own base, then you do not need to conclude such an agreement. If your founder is a large investor, then he himself negotiates with the airport on the lease and provision of services.
Step 6
Post hiring advertisements in the media and on the website of the airport with which you have entered into a rental agreement. Conduct all interviews in person with invited experts.
Step 7
Register a legal entity (LLC), obtain the Unified State Register of Legal Entities and, having formed a package of documents, receive a certificate of a subsidiary company or an operator certificate from the Ministry of Transport. The package of documents may include:
- registration documents of a legal entity;
- agreements with investors and parent enterprises;
- accompanying documents of aircraft;
- flight books and licenses of private pilots of your employees;
- information about the rented premises and runways at the home airport.
Step 8
Create a flight schedule, organize ticket sales, place massive advertising for your airline in the media, on the Internet, in airport buildings.
