Today in Russia there are over 270 self-regulatory organizations in the construction industry. Each large city has from one to ten local SROs plus a dozen branches and official representations of interregional organizations. Needless to say, entrepreneurs often get lost in such an abundance of choice. Meanwhile, a lot depends on which self-regulatory organization the company will belong to.
Membership conditions
One of the main criteria for choosing an SRO is the terms of membership, which each self-regulatory organization has its own. So, SROs can independently set the size of the admission and monthly membership fees. Legislation does not regulate the amount of these compulsory contributions in any way and, as a rule, depend only on the number of members of the SROs themselves and the size of their staff.
Often, it is the amount of regular contributions to the SRO that is the main selection criterion.
SRO standards
Many SROs set their own standards for members. They represent clear requirements for performing various types of typical work. During control checks, the SRO checks the members for compliance with these standards.
Thus, a company that has joined such an organization has an additional reputational plus, because the quality of certain work is strictly controlled by the SRO.
Speaking about the standards themselves, it is most often a list of standards developed by the national association of builders. These requirements are based on strict norms based on world standards.
SRO reputation
The second important criterion is the reputation of the SRO. Recently, there has been an intensification of supervisory bodies to identify "commercial" SROs - organizations that are formally suitable for performing the functions of a self-regulatory organization. Thus, members of this kind of SRO should be aware of the full degree of responsibility of the choice they make.
The signs of an unreliable SRO are quite simple. First of all, if the partnership consists of more than a thousand members from all over Russia, then it is likely that such a self-regulatory organization cannot adequately fulfill its functions. The optimal choice is an SRO located in the same region where the organization operates. In this case, it will be much easier to resolve issues on changing the types of admissions and conditions of membership.
Local SRO
Many construction SROs have a clear focus on attracting certain organizations. So, there are self-regulatory organizations that unite representatives of small business, road construction, reconstruction companies, etc.
The profile association of members in the SRO makes it possible to participate in the promotion of certain legislative initiatives, develop a regulatory framework and keep the competitive market in high shape.
