Step 1
Maternity capital can be used no earlier than three years after the birth or adoption of the child to whom it was issued, the upper age limit is not limited. There are several options for how to spend maternity capital. These are the improvement of housing conditions, payment for the education of children, payment for a preschool child care institution, and retirement savings for the mother. All other ways of selling maternity capital are illegal.
Step 2
Take advantage of your home improvement certificate. Use it as a down payment on a bank loan or mortgage for the construction or purchase of a home. Use it to repay debt or interest payments on similar loans and borrowings. Pay for participation in shared construction or joining a housing savings cooperative. If you have already built or reconstructed an individual housing project, cover the cost of construction or repairs with the help of a certificate. Add the amount of maternity capital to the cost of the dwelling or house being purchased or under construction. Use it to pay for the construction or repair of an individual housing construction object, regardless of whether contractors were involved.

Use maternity capital to pay for educational services for your children. Pay for their tuition at municipal and state educational institutions. Use maternity capital to pay for the services of non-state educational institutions, provided that they have state accreditation and state license. Pay for your child's stay at a government institution's dormitory. If you want to pay for the tuition of several children at once, divide the maternity capital into parts. Keep in mind that you can pay for tuition using maternity capital only until the child reaches twenty-five years of age at the time of the start of education.

Pay for the stay of your children in preschool institutions. Attach to the application an agreement between you and the educational institution that includes the calculation of the child's fee.
Step 5
Use maternity capital funds to create a funded portion of the mother's pension. To do this, you can apply to the Pension Fund in accordance with the place of registration. Remember that all of the above options are valid only in the Russian Federation.
