In recent years, there has been an annual increase in the cost of housing and communal services. Therefore, not all families are able to pay for utilities without causing serious damage to the family budget.

- - certificate of absence of utility bills arrears;
- - certificate of income, pension, alimony.
Instructions
Step 1
Subsidies are provided to low-income citizens. Their expenses for paying for utility services should not exceed the minimum established in the region. In most regions, a ceiling has been set for family spending on utility bills at 22% of average monthly income. But each region has the right to revise this value. For example, in Moscow this value is at the level of 10% of income.
Step 2
The territorial departments of Social Protection are responsible for the registration of the subsidy. Recently, they have been actively introducing the practice of accepting applications for subsidies electronically via the Internet.
Step 3
To apply for subsidies for paying for housing and communal services via the Internet, you must have an account on the public service portal. After authorization on the portal, find the service "Providing citizens with subsidies for paying for housing and utilities" and familiarize yourself with the procedure for obtaining subsidies in your region. You can also apply for a subsidy on the regional portal of public services (for example, pgu.mos.ru for Moscow) in the section "Apartment / Benefits" - "Subsidies / Subsidies for payment of utilities".
Step 4
Prepare all the documents required to apply for the grant. Initially, take a certificate on the composition of the family from the housing department (passport office, FMS). It will indicate all family members whose income will participate in the calculations.
Step 5
Each family member must receive a certificate of income for the last 6 months (2-NDFL) from the accounting department. Also, pension, various benefits and alimony are involved in the calculation of total income. Documents confirming their size can be obtained from the Pension Fund, Social Security authorities, FSSP.
Step 6
Pay the receipt for housing and communal services for the last month. Please note that there should be no debts for utilities at the time of registration of state aid. Take a certificate from your UK about the absence of debts on utility bills.
Step 7
Make scans of all documents, as well as passports of family members, title deeds, bank statements. They must be attached to the electronic application. You will need the originals for a personal visit to the social security authorities.
Step 8
After all the documents have been collected, log in to the public services portal and proceed to filling out an electronic application by clicking the "Get a service" button. Here you will need to indicate your passport, contact information, details of family members, details for transferring funds and upload scans of documents.
Step 9
You can track the status of the application in your personal account. After its processing, the application will receive the status "Processed" and you will be invited to the social security authorities, where you will need to present the original documents. If you meet the conditions for the provision of state support, then you will begin to receive monthly payments from social security to your account.
Step 10
The subsidy is issued for a period of six months. After that, the right to receive it must be confirmed again.
