Rent a space, already keeping in mind the main components of the production process and the further movement of finished products. Purchase the necessary set of equipment, bearing in mind that at the initial stage of high production capacities, you will not achieve anything - first, your project must pass a test of payback. It is possible that specialized engineering communications will be required to operate the equipment.
Step 3
Research the market for the materials you will need to manufacture products as raw materials. Choose the most convenient suppliers for your purposes (price and delivery features), start establishing mutually beneficial cooperation with them. There should be no interruptions in the supply of raw materials, therefore stability is important in the work of your partners.
Step 4
Hire, based on the technological characteristics of your future enterprise, the minimum staff. Personnel plays a significant role in production management, but the needs of each individual enterprise and the requirements for its staffing can be very diverse. Simple production (and such it at the initial stages will be) can only be serviced by working personnel, but as it grows, the need for engineering and technical workers will surely arise.

Collect all the documents necessary for the opening of the production and its functioning. Some types of products do not require certification, and their production does not require compulsory licensing. But in any case, in order to use premises equipped for production for your activity, you must first be "approved" by Rospotrebnadzor and the fire inspection (sometimes also other technical inspections and environmental services).
