In May 2018, Leonid Gornin, according to an order published on the official website of the government, was appointed First Deputy Minister and was relieved of his previous position as Deputy Minister. Up to this point, similar to other federal ministers, Anton Siluanov had one first deputy - Tatyana Nesterenko. The decision to change the composition was made in connection with the increased workload on the department and the appointment of the minister to the post of first deputy prime minister.
Leonid Gornin: biography and education
Leonid Vladimirovich Gornin was born in Novosibirsk in 1972. In 1997 he graduated from the Siberian Commercial Academy of Consumer Cooperatives and received a diploma of a process engineer. In 2004 he received a second higher education at the Siberian State University of Railways with a degree in accounting, analysis and audit. Twice passed refresher courses. In 1997 - at the Academy of Budget and Treasury of the Ministry of Finance of the Russian Federation, in 2006 - at the Academy of National Economy under the Government of the Russian Federation, defended his thesis.
He is married and has two children. In 2006 he was awarded the Medal "For Merit in the All-Russian Agricultural Census" of the Federal State Statistics Service.
Career growth
Until 1997, Leonid Gornin was an employee of various commercial structures. Later he received the position of controller-auditor at the Ministry of Finance of the Russian Federation for the Novosibirsk region. Some time later, he was promoted to a senior controller-auditor in the apparatus of the control and audit department.
From 1999 to 2004, he held the position of deputy head of a department, chief accountant, and also deputy head of a department in the administration of the Novosibirsk region.
In April 2004 he became the head of the department, and later the head of the financial and tax policy department. Later he was appointed head of the Department of Finance and Tax Policy of the Novosibirsk Region.
Since April 2010, he served as Minister of Finance and Tax Policy of the Novosibirsk Region and was promoted to Minister.
October 2011 was marked by the appointment to the post of First Deputy Governor of the Novosibirsk Region. Soon Leonid Gornin was appointed first deputy governor.
He took up the post of Deputy Minister of Finance of Russia in September 2012. Gornin received a new appointment on May 25, 2018. In this position, Gornin will continue to oversee interbudgetary relations and budgetary policy in the field of state defense orders. Previously, the corresponding duties were assigned to the Deputy Minister Anton Siluanov.
