Step 1

First you need to register with the employment center as an unemployed person. Take with you your passport, work book (the most recent entry should be about dismissal, and from others it is clear that you are not working anywhere at the moment), diploma or other educational document: most likely, they will want to see them right away.

At the employment center, you will be given a certificate of salary in the form established by the employment service. Take her to the accounting department at the last place of work. When it is completed there, take it along with the rest of the named documents to the employment center. If you have a complete set of documents, you will be registered, for which, most likely, you will be offered to fill out a questionnaire.

Step 2

This questionnaire usually contains a section on what kind of help you would like to receive from the employment center. Check only one point in it - that you would like to organize your own business. Inform the employee of the employment center about your desire to open your own business and receive state subsidies for its organization.

Step 3

Next, you will be referred to a psychologist at the center, who will offer you two tests: self-confidence and readiness to be a leader. There is no need to be afraid of this procedure: usually the employees of the center do not really understand why it is needed, but this is necessary, except if your work record contains an entry about at least one managerial position, starting from the head of the department, or evidence of entrepreneurial experience (document on the closure of your individual entrepreneur or the company where you were the founder). In this case, you do not need to take the test.

Step 4

After successfully passing the test, you will be offered to conclude an agreement with the State Employment Service for a period of 1 year. Read it carefully, ask the staff of the center to clarify all the incomprehensible points. When everything is clear, sign.

Step 5

After the conclusion of the contract, the employment center can send you to training in the basics of entrepreneurship at the state expense (but not in all regions) or to the nearest unit of the agency for the development of entrepreneurship. In Moscow, there are such structures in every administrative district, in the regions, usually in the regional center. The agency for the development of entrepreneurship will register you (name, address, intended field of activity) and advise on how to write a business plan. They may offer to purchase a training manual for its preparation. Better buy, since it costs little money.

Step 6

Then you have to write the business plan yourself. If something is not clear, you can always seek advice from the specialists of the agency for the development of entrepreneurship. Depending on the region, their services can be free or paid, but in the second case they are inexpensive. Show the finished business plan to the agency specialist, make the proposed adjustments and take it back to the agency. When the specialists have no comments on your business plan, submit it to the employment center. If it is accepted, proceed with the registration of an individual entrepreneur or enterprise.

Step 7

Upon completion of the registration of an enterprise or individual entrepreneur, open a current account of an individual entrepreneur or legal entity in any bank. If there is no account of an individual in Sberbank (the subsidy will be transferred there: to a savings bank or card), open it and take the details from the Sberbank branch. All collected documents (constituent documents of an individual entrepreneur or enterprise, a bank account agreement for a legal entity or individual entrepreneur, account details at Sberbank) take them to the employment center, and then it remains to wait until the subsidy is transferred to you.

Step 8

As soon as you have mastered all the funds, take the documents confirming what they were spent on (checks, bills) to the employment center. They will make copies of them, after which you will no longer have questions about finances. However, you will have to submit a monthly time sheet for yourself or your employees to the employment center if you were planning to hire them.
