The subsidy for starting a business is due to Russians who want to start their own business and have the official status of an unemployed. So you need to start the procedure for obtaining it by contacting the employment center for registration.
It is necessary

- - money to pay state fees for registering a business and services of an entrepreneurship development center, if they are paid.
Instructions
Step 1
At the employment center, you will be asked for a passport, work record book, and educational document. If you worked, upon the first contact, the center will issue a salary certificate, which must be filled out and certified at the last place of work and brought back.
Step 2
When registering, you will be asked to fill out a questionnaire, where, among others, there will be questions about what kind of assistance you are counting on from the employment center. Feel free to mark in this section the point about assistance in organizing your business. Tell the employees of the employment center about your desire to open your own business.
Step 3
Then you must pass two tests: organizational and entrepreneurial skills and a willingness to take responsibility. This is a cumbersome procedure, the meaning of which is usually unclear to the employees of the center themselves, but it is necessary to pass it. If you have at least one managerial position recorded in your work book, starting as a head of the department, you do not need to take the test. It is believed that you have already shown the necessary qualities for the business in practice.
Step 4
After successfully passing the test, you will be asked to conclude an agreement with the employment center on participation in the state assistance program at the beginning of your business. Then they usually write out a referral for a consultation at an enterprise development center. During the consultation, be ready to advise on the future field of activity. In a business center, you can usually buy a business plan writing guide for little money. This document will serve as the basis for granting you a subsidy. On its basis, they will check whether you have spent money on your project or other goals.
Step 5
Writing a business plan usually does not cause difficulties for those who are well-versed in the area in which they plan to develop their business. If something is not clear, you can always consult for free or for little money (depending on the region) with the specialists of the Center for Entrepreneurship Development. It is better for them to show the business plan as soon as they are ready, if necessary, make adjustments, demonstrate again - and so on until the bitter end.
Step 6
The finished business plan must be taken to the employment center. There it will be handed over to specialists for study. With a positive conclusion, you can proceed to registration as an entrepreneur or establishment of a company.
Step 7
After completing all the registration formalities and having received the necessary documents, open a current account of an entrepreneur or enterprise in a bank. With all the papers received from the tax office, and documents on opening an account, visit the employment center. There they will make copies of all documents and apply for a subsidy. You will also be asked to provide account details for transferring this money. It is better to check with the employment center if the one has any wishes regarding the bank where the account should be opened, or if any is suitable.
Step 8
After a while, the money will come to your account. But the interaction with the employment center will not end there. As the allocated funds are used for the purposes specified in the business plan, you must bring there documents confirming these costs. Until the end of the year, you will also need to submit monthly timesheets to the center for yourself and employees, if you have them.
