Step 1
If you are planning to engage in passenger transportation, register with the territorial tax office as an individual entrepreneur. To organize an extensive business with more than 50 employees, you will need to obtain a certificate confirming registration as a legal entity.
Step 2
It is most profitable to transport passengers in a fixed-route taxi with a large number of seats. To do this, you will need to buy passenger vans or Gazelle cars. If there are more than 8 seats in the car, your drivers must have a license with an open category "D". It is best to trust personal cars to experienced drivers, so take your recruiting very seriously.
Step 3
You can get a license for passenger transportation at the territorial office of the Federal Service for Supervision of Transport. Regardless of whether you will use your own route taxis or rent transport, to obtain a license you will need:
- constituent documents of your enterprise (charter, certificate of individual entrepreneur or legal entity, extract from USRIP or USRLE, lease agreement for office and garage box, passport of the director general of the enterprise, power of attorney, if a notarially authorized person applies to obtain a license);
- driver's documents (driver's licenses, medical certificates, work books confirming at least three years of work experience in passenger transportation);
- CTP policy for each car;
- TRP coupon;
- technical device passport;
- a certificate confirming the registration of a technical device with the traffic police;
- lease agreement if you plan to work on rented transport;
- details of the bank with which you have entered into a service agreement;
- an agreement with a licensed medical officer who will conduct a pre-trip examination of all drivers;
- contract with the technical center.
Step 4
The license is issued for a period of 5 years. After this period of time, you will need to renew it by presenting a fresh package of all these documents.
Step 5
Do not forget that at present, according to the decree of the government of the Russian Federation, all route taxis and buses must be equipped with the Russian GLONASS navigation system and tachographs that will help track the time spent on the way, the speed at which public passenger transport was moving. Failure to comply with the rules entails huge fines. The cost of the equipment does not exceed 70-100 thousand rubles.
