In some cases, families may have a dispute over the sharing of utility bills. If it is not possible to come to a peaceful solution, then the Housing Code of the Russian Federation provides for the possibility of splitting the financial and personal account. Before proceeding with this procedure, it is recommended that you familiarize yourself with the basic conditions of the section.

- - certificate confirming the applicant's income;
- - extract from home books;
- - plan of the apartment from the BTI indicating the area of the rooms;
- - a copy of the financial and personal account;
- - applicant's passport.
Instructions
Step 1
Analyze the conditions of the section of the financial and personal account of the apartment. They move forward not only to the living space, but also to family members. A separate personal account can be opened only for an adult and capable citizen of the Russian Federation who is registered and lives in this apartment and is a family member. The account section takes place only for isolated rooms, which have a width of 2 m and a single entrance. Also, the window should not overlook a courtyard less than 5x5 m in size, and more than 3 m to the opposite building.
Step 2
Obtain written consent from all family members for the separation of the financial and personal account. After that, you can collect the rest of the package of documents. It includes: a certificate confirming the applicant's income; extract from home books; plan of an apartment from the BTI with an indication of the area of the rooms; copy of financial and personal account; applicant's passport. Write a statement in the prescribed form, which can be obtained from the office of the Office of the Department of Housing Policy and Housing of the Russian Federation in your district.
Step 3
Submit an application and a package of documents to the UDZhPiZhF RF (Department of the Department of Housing Policy and Housing Fund of the RF). Wait for a decision on your request. Sign a new lease and receive separate personal accounts. In practice, it is rather difficult to obtain consent to share the account, so the issue has to be resolved in court.
Step 4
Apply with a statement of claim to the court for the section of the financial and personal account. If family members refused to make changes to the established procedures in the apartment, then the claim is filed for a compulsory section. In this case, each family member will receive an equal share of the bill. Otherwise, the UJPiZhF RF will be the defendant in the claim. In this case, it is necessary to submit to the court the same package of documents that was torn to the housing authority. The division of the account is made on the basis of a court decision.
