To start a business selling railway tickets, you need to register as an individual entrepreneur or legal entity, rent or build premises, obtain a license and become an official representative of Russian Railways.

Step 1
To register as an individual entrepreneur or legal entity, contact the Federal Tax Service. For running a small business, it is enough to have a certificate of an individual entrepreneur. If you plan to open a network of agencies or ticket offices, register a legal entity.
Step 2
To become an official representative of Russian Railways, write a business plan. To draw up it, you can contact a law firm specializing in assistance in processing documents for business or the regional center for support of small and medium-sized businesses.
Step 3
Next, apply to the district administration for a permit to conduct a train ticket business. The processing time for your application will not exceed 30 days.
Step 4
Registration of an official representative office is carried out directly at the Office of Russian Railways of your regional center. Submit an application, attach a permit issued by the administration, present a certificate of individual entrepreneur or legal entity, a business plan.
Step 5
After reviewing your application, you will receive a formal instruction on the rules by which you equip the point of sale of tickets. Application processing times vary from 6 to 12 months. After that, an agency agreement will be concluded with you. You will not receive any commission for ticket sales services. The income of your agency will be only a service fee, the percentage of ticket markups will be limited by Russian Railways. You must strictly comply with all requirements specified in the contract and regulation.
Step 6
The premises for opening an agency, you can rent or lease a land plot by contacting the district administration and build a small pavilion.
Step 7
The point of sale of tickets must be equipped with a safe, bars, alarm, panic button, iron double door.
Step 8
You must open a deposit account with a servicing bank and deposit 150-200 thousand rubles on it - this is the daily limit for the sale of tickets when working with two terminals. After that, you need to bring in the necessary equipment, hire a staff consisting of two cashiers, an accountant and representatives from non-departmental security.
Step 9
Investment per agency. located on an area of 45 sq. m, with the specified number of terminals and personnel ranging from 800 thousand to 1 million rubles. This is provided that the premises will be rented. When building your own premises, add additional costs to this figure.
Step 10
The business will pay off no earlier than in 1-2 years.
