In Russia, the state seeks to support small and medium-sized businesses. You can get a subsidy for small businesses within the framework of the "Program for the provision of subsidies to newly created small and medium-sized businesses in order to reimburse the costs of purchasing fixed assets." At the same time, the money will be provided from the federal, regional and city budgets in equal shares.
It is possible to receive funds under this program only on a competitive basis. Competitions are held at the level of the city and region (region). There are the following restrictions for participants in the competition: you can participate in the program only once with the same project (business plan). In addition, it is also possible to receive a subsidy under such a program only once, that is, if a participant received money by winning the competition, he will no longer be able to participate in it the next year.
The state body responsible for holding the competition is usually the Department of Consumer Market and Entrepreneurship under the city administration or the Committee for Economic Development of a constituent entity of the Russian Federation.
State co-financing of small businesses under the "Program for the provision of subsidies to newly created small and medium-sized businesses …" has a number of features. So, for example, the money received can be spent only on the purchase of fixed assets, and in such amounts: up to 85% of the actual costs incurred by the entrepreneur, but not more than the amount of the subsidy won. In addition, to participate in the program, it is necessary to organize from one to three additional jobs for a period of at least a year. And one more thing: an applicant for a state subsidy must be registered as a legal entity or an individual entrepreneur no more than a year before participating in the program, that is, be newly created. At the same time, the money won cannot be used to purchase something that does not belong to the main means of production, for example, cars, household appliances, etc.
The package of documents for participation in the competition includes: application for participation; certificate of registration of an LLC or individual entrepreneur; certificate of entry into the register of small businesses (maintained in each region); copies of constituent documents; business plan.
