The modern pension system in Russia presupposes the personified accumulation of a future pension on the individual pension account of each insured citizen.
The territorial body of the Pension Fund of Russia (PFR) all citizens of Russia who are registered in the pension insurance system, including children, non-working citizens, as well as military personnel, upon application, issues an insurance number of an individual personal account (SNILS).
What SNILS looks like
SNILS is a green laminated card, which contains the following data of the insured person: the insurance number of the individual personal account (SNILS) itself, surname, name and patronymic of the insured person, date and place of his birth, gender and date of registration in the individual pension insurance system. In the event that the insured person's personal data changes, he must apply within 14 days to the territorial body of the Pension Fund of Russia with an application, where he will be issued a new insurance certificate with the changed data, but with the same individual personal account number.
What is SNILS for?
SNILS is necessary when applying for a job, since the employer, according to the law, will need to transfer pension insurance contributions to the Pension Fund to the personal account, which, in turn, will become the basis of the employee's future pension. If, when applying for a job, the employer did not demand the SNILS number from the employee, then this may indicate that the registration for work will not be considered official, and, therefore, deductions for the employee will not be made to the Pension Fund. In turn, this may affect the size of the future pension. In addition, SNILS is also needed when receiving various social benefits, a birth certificate, and maternity capital. Without the SNILS number, it will also be impossible to receive government services in electronic form via the Internet. Pension payments also require a citizen to have a certificate of insurance in the pension system.
Why SNILS for a child
Many people wonder why a small child needs to issue SNILS. From January 1, 2015, it is planned to introduce the Universal Electronic Card (UEC), which will include identification and payment functions. It is planned that it will replace the SNILS itself, the OMS policy, TIN, bank card, as well as many additional functions. Such a card will be issued to all citizens and based on the SNILS number as a single identifier. Thus, the insurance of children in the pension insurance system is carried out with a reserve for the release of UEC in the future.
