Housing legislation changes regularly, but the basic principles of utility bills continue to apply. Since 2015, according to the Law "On Energy Efficiency", all payments for utilities must be made only according to the readings of metering devices. Until that time, the population has the right to choose: install meters or pay according to standards.

- For calculation by metering devices:
- - meters data;
- - the cost of a cubic meter of cold and hot water;
- - tariff for water disposal.
- To calculate according to the standards:
- - the number of citizens registered in the apartment;
- - the value of the standard consumption of hot and cold water, established in this settlement;
- - the cost of a cubic meter of cold and hot water;
- - tariff for water disposal.
Instructions
Step 1
Record meter readings, if installed in your apartment. Not red numbers are taken into account, but only black numbers showing the spent cubic meters of water. Metering devices must be sealed and verified on time, and all documents for them must be submitted to the management company. If for the kitchen and for the bathroom water flows through different risers, then there should be two pairs of meters. The indications for them are taken into account separately.
Step 2
Subtract the last month's data from the readings. Multiply the difference by the cost of a cubic meter of water. Do this arithmetic separately for hot and cold water. In addition, multiply the resulting volume of liquid by the rate for water disposal. Vodokanal services consist of two components: delivery of clean water to the consumer and subsequent sewerage.
Step 3
Put zeros in the corresponding columns of the payment if you did not use water in the current month. If your water meter breaks down, write a statement to the management company with a request to calculate your average water consumption for the last three months before fixing the malfunction.
Step 4
Multiply the monthly standard for water consumption by the number of people registered in the apartment, if you do not have metering devices on the risers, and by the cost of one cubic meter of cold and hot water, respectively. Calculate the fee for the wastewater service in the same way.
Step 5
Submit an application to the management company that you do not live in an apartment and do not use utilities during such and such a period (say, in the summer season). The law provides this opportunity for no more than 3 consecutive months.
Step 6
Be prepared for the fact that your calculations may not exactly coincide with the payment issued by the management company. The fact is that the readings of a general house metering device often do not coincide with the sum of all individual meters and standard consumption. As a rule, this happens at the expense of citizens living unregistered. Often there is an overconsumption of water in apartments where there is no metering. And the management company spreads the difference to all apartments.
