Social shops sell essential goods at special discounted prices. This does not mean that low prices are due to low-quality goods, advertising gimmicks or price dumping. The activities of such shops are controlled by the city administration, which can operate under the Law on the Accreditation of Social Shops.

Step 1
To open a store, register an LLC. It is easier for a legal entity to win a city competition for opening a food and non-food trade enterprise for social purposes.
Step 2
Apply to your city (or district prefecture) to open a social shop in a specific area. By this time, you should already have contracts with suppliers of goods from the list of socially significant ones. At the same time, the retail price for such goods is set 10-15% lower than the city price. And veterans, pensioners and citizens of privileged categories should be provided with an additional discount of up to 10%. The list of essential goods, approved by the State Statistics Committee, includes 33 items of food and 3 items of non-food items.
Step 3
You can ensure a low price for goods due to the fact that a social trade enterprise can have benefits when renting premises. In this case, the premises can be allocated by the city administration from the fund of non-residential premises for free use. You can purchase goods of social importance from various suppliers (of course, if they have all the established documents and certificates). Therefore, in your store, along with the advertised product, there may be a product that is not inferior to it in quality, but at the same time cheaper. This product should be included in the social list.
Step 4
Receive special accreditation as a social trade enterprise. Sign a tripartite social partnership agreement with the city (district) administration. The administration has the right to control the activities of such stores, to participate in the pricing of essential products.
Step 5
The so-called advertising of a social store can be undertaken by the city (district) administration. She may recommend these shops to visit at social welfare agencies, nursing homes, and veteran and retirement associations.
Step 6
Label discounted products with special color labels to make it easier for the buyer to navigate. Additionally, you can produce discount cards, which will provide an additional discount.
