Russians are increasingly denied insurance pensions. According to the head of the Ministry of Labor, Maxim Topilin, this is due to a lack of pension points and insurance experience.
The fact is that since 2015, the rules for calculating income for pensioners have changed significantly. Before that, a person had to fulfill only 2 conditions in order to obtain an old-age benefit: to reach a certain age and have at least 5 years of work experience. In 2018, for this he needs to do the following:
- reach a certain age (men - 60 years old, women - 55 years old, the rule is valid until 2019);
- have at least 9 years of work experience;
- accumulate at least 13.8 retirement points.
If at least one of these conditions is not met, the appointment of an insurance pension will be refused. The citizen will continue to work until he has completed all of them. Or else he can apply to the FIU with a request to calculate a social pension. Only here are 2 important points:
- they begin to pay it 5 years later than the insurance one;
- its size is often below the subsistence level.
According to M. Tolkalin, the state in this case assigns special allowances to make it "up to the level." But here you need to take into account that a person receiving a minimum pension (about 10 thousand rubles) will have to pay about half of the money to pay for utility services. And in this case, it becomes somewhat incomprehensible, but what to live on then?
What are retirement points?
Under the new law, the pension is calculated according to the formula:
P = F + N + B * Sat
- P - pension
- Ф - basic payment, the amount of which is set by the state;
- H - part of the pension left in the pension account;
- B - the number of points accumulated by a person during labor activity;
- Sat - the cost of 1 point in the current year (in 2018 it is 78 rubles 58 kopecks).
If everything is more or less clear with the rest of the concepts, few people know what pension points are. In fact, this is a conditional indicator of how many deductions a person made in favor of their future pension. The more the amount of transfers, the insurance experience and the "white" salary, the higher the amount of the pension. If there are no points, the person can only count on the minimum old age benefit.
Who will definitely not be able to receive an insurance pension?
According to Yaroslav Nilov, who gave an interview to the online edition Gazeta.ru, in 2018 alone, about 45 thousand people will be denied the payment of an insurance pension. In particular, they will not be able to receive it:
- those who do not have enough seniority or retirement points;
- those who have not worked a single day in their lives.
All these categories of citizens will be able to count only on a social pension. Moreover, in the future, according to Y. Nilov, self-employed people will have the right to independently regulate pension contributions. Perhaps they will even have a 6% income tax for individual entrepreneurs. But while no one knows exactly how to do this, they will not be paid old-age insurance benefits either.
