The local municipality administers the land plots. To get a lease of a land plot for the construction of a store, you must contact the administration with an application for participation in the auction or for queuing.

Instructions
Step 1
You can get a land plot quickly enough, out of turn, if you take part in the auction. At the auction, land plots are leased to citizens for construction, including objects for doing business. Shop construction belongs to this category.
Step 2
To participate in the auction, submit an application to the district administration, present your passport, certificate of individual entrepreneur or legal entity. You will also need to pay 12-15% of the collateral from the original price of the land plot announced at the auction.
Step 3
The representatives of the land administration committee will inform you about the start of the auction in advance in writing. The winner of the auction is the one who offers a higher price for the right to lease a land plot. If you are unable to win the bid, you can participate in the next auction or get your prepaid amount back.
Step 4
If the auction is won, you will be signed into a lease agreement for a specified period, during which you are obliged to completely build the store and put it into operation. If you were not able to complete the construction on time, the rental amount for the site will increase several times. The lease terms can be any and the administration concludes them at its own discretion, most often for no more than 5 years.
Step 5
The lease agreement is subject to state registration at the Federal Office of the State Registration Center. You need to contact the indicated center with an application, passport, agreement and photocopy.
Step 6
After the completion of the construction of the store, the land plot will be transferred to your ownership for 2.5% of the cadastral value.
Step 7
If you do not plan to take part in the auction, then you can get a land plot for the construction of a store in the order of a general queue, which can take several years.
Step 8
To enter the queue, you will need to submit an application to the administration, present your passport and certificate of individual entrepreneur or legal entity. The land will be leased to you. In three years, you will be able to get it in ownership on preferential terms for the cadastral value.
