In accordance with the Decree of the Government of the Russian Federation adopted in 2006, a consumer using utilities is given the opportunity to recalculate for utilities. Situations for the recalculation of the services provided are: the absence of the consumer in the dwelling for more than five full days; provided services of inadequate quality; services were provided with interruptions that exceeded the duration established by the standards.

Instructions
Step 1
To get a recalculation for unused services, save or collect the documents that are necessary to confirm the temporary absence from the residential premises. Arriving from a business trip, make a copy of the issued business trip certificate or take a certificate from the place of work about the business trip. When discharging from an inpatient medical institution or completing a spa treatment, do not forget to take a certificate or make an extract from the medical history with the terms of treatment. Arriving in another city for a long time, take care of a certificate from the internal affairs bodies about temporary registration. When resting on a tour, save air or train tickets, as well as the bill paid for the tour. Bills for accommodation in a hostel or hotel, round-trip tickets, a certificate from an organization that guarded the premises during the absence of a tenant and other documents can serve as a basis for confirming a temporary absence.
Step 2
Write an application for recalculation for utilities, attach a supporting document to it and go to the management company (or HOA, ZhEK, ZhSK), which is responsible for or serves the house. Be prepared for the fact that some organizations supplying utilities require that the consumer with supporting documents appear in person at their institution, bypassing the HOA, ZhEK or ZhKK. In this case, do not forget to take your passport and prepare several copies of the documents-grounds for recalculation, since hot and cold water supply, sewerage and gas supply are provided by different contractors.
Step 3
Within five business days after submitting the application, the utility provider must recalculate, which will be reflected in the payment document in the next month of payment. The recalculated amount that is subject to deduction is shown with a minus sign in the “Recalculation” column.
Step 4
If the water in the apartment systematically turns off for no reason, if the hot water does not correspond to the standard degrees or the heating leaves much to be desired, contact the organization that serves the house with an application. In response to your complaints, a check will be made for the fact of non-conformity of the services provided. After verification, an act on deficiencies in services is drawn up, indicating the date of submission of low-quality services or their absence. Take one copy of the act, signed by the performer and the consumer, and go with him for recalculation.
Step 5
If the failure to provide services was carried out on a planned basis or in connection with an emergency, the management companies provide the data for the recalculation of utility bills (in accordance with temporary standards) to the service provider. Check the correctness of the recalculation of the payment documents.
