They are the ones who are responsible for this activity. The decisions they make, through middle and lower-level managers, are communicated to the direct executors.
This organizational and management structure is typical for any enterprise in which there are divisions and departments. It allows you to manage the enterprise and all of its executives to ensure this process through planning, organization, motivation and control.
