The procedure for obtaining pension insurance depends on whether you are employed under an employment contract. If you do not work anywhere, this does not preclude the possibility of obtaining a retirement insurance certificate.

Instructions
Step 1
The easiest way is if you first get a job under an employment contract (if not for the first time, you cannot but have pension insurance). In this case, the employer does all the necessary formalities for you. All you need to do is fill out and sign the questionnaire received from him. Usually, this issue is dealt with in the accounting department or the personnel department of the employing organization.
This must be done within two weeks of entering into an employment contract with you.
Within a week after receiving the finished certificate, the employer is obliged to hand it over to the employee. You just have to sign the accompanying sheet.
Step 2
If you have registered as an individual entrepreneur, there is nothing complicated either. The tax inspectorate itself will transfer all the necessary information to the Pension Fund. You just have to wait for a letter from your branch of the FIU. The letter will tell you the registration number with the FIU and require you to bring your pension insurance certificate.
Step 3
If there is no evidence, go to the appointment at the address indicated in the letter without it. The employees of the department will give you all the necessary documents: a questionnaire and a list of documents in a special form. Fill them out, give them to the department employee and wait for a ready-made certificate - usually no more than three weeks. Then come for him to the PFR branch, receive and sign the accompanying statement.
Step 4
If you do not work anywhere, then during working hours with a passport, come to the PFR branch at the place of registration or closest to the place of actual residence. The addresses and telephones of the branches can be found on the official website of the Pension Fund of the Russian Federation, the opening hours and the required office can be specified by phone.
If you have a registration at the place of residence, please bring a document confirming it.
If there is no registration either at the place of residence or at the place of stay, only a passport is sufficient. With him, contact the PFR branch nearest to the place of actual residence. They have no right to refuse you.
Step 5
Further, the procedure is similar to step number three: fill out a questionnaire and an inventory that you receive from the employees of the PFR department, give them these documents and, in a maximum of three weeks, come for a ready-made certificate, receive it and sign about it.
