Instructions
Step 1
Quotas are allocated for the most serious operations. The list of diseases suitable for the quota is approved by the order of the Ministry of Health and Social Development of the Russian Federation. Although the number of quotas is increasing, paperwork cannot be avoided. You will have to spend some time on trips to the authorities, but there is no other way out.
Step 2
Contact the polyclinic to which you are attached at the place of residence. Your local therapist or specialist treating you will carry out the necessary medical examination. Based on the data obtained as a result of the examination and clinical and diagnostic analyzes, the doctor will decide to send all the necessary documents for consideration by the commission of the healthcare management body of the constituent entity of the Russian Federation. The documentation should include information about the treatment performed and the patient's state of health. The statement must be accompanied by a written request from the patient, a copy of his passport or birth certificate, for children a copy of the passport of one of the parents or legal representative, a copy of the compulsory medical insurance policy, a copy of the pension insurance policy and a copy of the insurance number of the individual personal account.
Step 3
The commission of the healthcare management body will consider your documents and send them to the chief specialist in your disease of the constituent entity of the Russian Federation. The specialist will also give an opinion on the need for an operation.
Step 4
Then the meeting of the commission will take place directly. It will review the conclusions of your attending physician and chief specialist. The Commission will decide which regional or federal medical facility to refer you to for medical care.
Step 5
After a favorable decision is made, the commission of the health authority will transfer all your medical documents to the specialized medical institution. There, specialists will confirm the indications for surgery and appoint a date for hospitalization. You will need to appear at the hospital within the specified period. You must have the originals of all medical documents and examination results with you. Step 6
A patient is sent for treatment abroad only if the necessary technologies are not available in Russia. The expediency of treatment abroad, you will have to prove not one, but several commissions. Their composition is approved by the Ministry of Health and Social Development. If you are denied a quota for an operation abroad, then you will definitely be offered treatment in a specialized clinic in the Russian Federation, including the quota.
Step 7
If you have the right to receive state social assistance, the territorial Social Insurance Fund will give you a coupon for which you can receive documents for free travel to and from the hospital. To do this, you must submit to the Fund a pension insurance certificate, a policy of compulsory medical insurance, copies of the first page and a page with the registration of your passport, a document confirming the right to benefits and a referral from a medical institution signed by the city's chief specialist in this profile.
