From 2015, a new procedure for calculating pensions comes into force. If earlier, when calculating a pension, the size of a pensioner's earnings was taken into account, now it will be formed according to a rather complex formula, taking into account pension points.
General rules for calculating pensions since 2015
In 2015, the concept of "retirement score" comes into force, which evaluates each working year of a potential pensioner. According to the new rules, in order to be eligible for a labor pension, it is necessary to accumulate at least 30 points. The changes will take effect gradually. In 2015, 6, 6 points will be enough for the appointment of a pension.
Points are awarded for each working year, as well as for socially significant periods of a person's life. For example, military service (on conscription) or parental leave.
The value of the retirement point will be recalculated annually. In 2015 it is 64.1 rubles. The minimum basic labor pension in 2015 will amount to RUB 3,935.
Now the minimum length of service for receiving a pension will be increased from 5 to 15 years. But for those retiring in 2015, it was enough to work 6 years. In the future, the specified period of work experience will increase annually until it reaches the target of 15 years.
The accrued pension from 2015 will be divided into insurance and funded parts. The accumulative part of the pension, as in 2014, will not be formed in 2015 in a row, because it is frozen by the government. In this case, the previously made savings will be saved.
There will be no downward recalculation of pensions for current pensioners. On the contrary, it will be indexed according to the current rules.
Pension increase in 2015
In 2015, the pension will be indexed twice - in February and April. The February indexation implies an increase in pensions by the amount of inflation. In the fall of 2014, it was assumed that the indexation of pensions in 2015 will be 7.5%, but by the end of the year it became obvious that in fact the annual inflation would be significantly higher.
It is assumed that more than 110 billion rubles will be allocated for the indexation of pensions. As a result, the average size of the Russian pension should grow from 11.5 to approximately 13 thousand rubles.
The April increase in pensions should occur if the Pension Fund's income for the previous year is higher than inflation. It will also depend on how much the pensioner's living wage changes. If, after the first indexation in February, pensions do not meet the minimum, they will be increased regardless of the fund's income.
Social pension in 2015 will be indexed in April. It is assumed that it will increase by 12.3% and will amount to RUB 8,496.
