In accordance with the requirements of the Federal Law "On Environmental Protection", enterprises-users of natural resources are obliged to ensure industrial environmental control in order to minimize damage to nature as a result of production activities. It is necessary to organize control at the enterprise, ensuring environmental safety, using modern measuring instruments and technologies.
Instructions
Step 1
In a large enterprise, the environmental control unit should be separated into a separate structural unit. In its work, a department or environmental service should be guided by the general requirements for the procedure for organizing industrial environmental control, which are set out in federal law. The work of the service is regulated by the Water Code of the Russian Federation and the federal laws “On production and consumption waste” and “On the protection of atmospheric air”.
Step 2
Develop and approve the regulation on the environmental service, laboratory passport. Purchase all the necessary measuring instruments and issue certificates of their verification by the bodies of the state metrological service. Develop passports for state standard samples of the composition and properties of environmental control objects. Organize and organize the storage of internal and external quality control results from measurements performed in the laboratory.
Step 3
It is necessary to develop internal regulations and forms according to which the results of measurements and sampling, their registration logs will be filled in. Use existing measurement techniques or develop and validate new techniques and technologies for obtaining control samples.
Step 4
In the event that the material, technical and personnel base of your enterprise does not allow for full laboratory tests and research, conclude an agreement with any other laboratory accredited to conduct control measurements and environmental analyzes.
Step 5
Appoint control officers by order of the plant and ensure that sampling and sampling are carried out on a regular basis directly at sources of contamination and at designated points around the plant. Make a schedule of laboratory control and determine the list of substances to be analyzed. There are approved methods, which stipulate the frequency of measurements necessary and sufficient for monitoring the environment. Study them and use this data when drawing up your scheduling plans.
