In accordance with the order of the Ministry of Education and Science of the Russian Federation dated February 27, 2009, on the basis of educational institutions of higher professional education, special laboratories may be created that carry out scientific or scientific and technical activities. The procedure for the creation and operation of such laboratories is regulated by the relevant provisions.

Step 1
The laboratory is a structural subdivision of a scientific organization and carries out scientific (scientific and technical) activities on the basis of a higher educational institution. At the same time, the laboratory is not endowed with the rights and obligations of a legal entity. The activities of the laboratory are regulated by the organizational and legal forms of the scientific organization adopted by the university.
Step 2
The basis for the creation of the laboratory is the charter of the scientific organization and the corresponding agreement on the establishment of the laboratory. The agreement is concluded between the scientific organization and the university.
Step 3
The purpose of creating the laboratory is activities in the field of science and scientific and technical creativity within the framework of research topics of an educational institution and a scientific organization. The implementation of such activities should also correspond to the educational programs of the university.
Step 4
The legal basis for the laboratory's activities is enshrined in the Federal Law "On Science and State Scientific and Technical Policy" and other laws, regulations and legal acts of the Government of the Russian Federation. Specific features of the functioning of the laboratory are indicated in the charter of the scientific organization, the regulations on the laboratory.
Step 5
The regulation on the laboratory is approved in the manner prescribed by the charter of the organization. It contains instructions on the purpose of creation, types of activities, structure and management procedure, personnel policy, financial support of the laboratory.
Step 6
The laboratory is managed by a scientific organization (with the participation of an educational institution) in accordance with the agreement and other acts. The scientific organization also carries out the selection and placement of laboratory personnel.
Step 7
A higher educational institution provides its students, postgraduates and doctoral students with the opportunity to participate in the activities of the laboratory insofar as this is provided for by the laboratory work plans and the agreement on the creation of the laboratory.
