Child allowances are paid for the period of being on leave to care for a child up to 1, 5 years old. In general, the amount of the benefit depends on the woman's earnings, but some categories of citizens are entitled to payments in a fixed minimum amount.
Children's allowances up to 1, 5 years in the minimum amount are guaranteed to be paid to all young parents without exception. They can also be issued by other persons actually caring for the child.
Money is paid until they reach 1.5 years. The child can even go to kindergarten: this will not affect payments.
Monthly payments for caring for a child up to 1, 5 years old can be received regardless of the recipient's working status (for example, maternity payments are provided only to those who are employed), seniority, family financial situation (payments are made regardless of the family's income and recognition of it as poor). However, some parents can only receive minimal benefits. It:
- unemployed and laid off;
- persons with experience of up to 6 months;
- female students;
- Individual entrepreneur (regardless of registration with the FSS);
- persons with average earnings below the minimum wage.
Child allowance is paid at 40% of the parent's average income for the last two years. But the law establishes the minimum children in a fixed amount, guaranteed to be paid by the state.
Every year, the minimum child allowance was indexed to the inflation rate for the previous year. In 2016, for the first time in recent years, the benefit will not be increased, and the law on indexation was suspended until 2017. There is no money in the budget to increase payments in the amount of inflation (according to the most conservative estimates, it will be 15% at the end of 2015).
As a result, the minimum benefits in 2016 will remain unchanged (at the 2015 level). They are installed in the amount of 2718, 34 p. for the firstborn and 5436, 67 p. - for the second child. It is possible that the minimum child benefits will be indexed from February 2016, but by what amount is still unknown.
