Step 1

Payment of subsidies is regulated by Article 159 of the Housing Code of the Russian Federation and Government Decree 761 of 12/14/05. To apply for government assistance, collect income statements. You will need certificates not only about the income of working family members, but also about pensioners, students, disabled people. Because the total income of all residents of the apartment is taken into account. If the payment for utility services exceeds 22% of total income, then you will be issued a subsidy.

Step 2

If you or your family members do not work, take a certificate from the employment service stating that you are registered for unemployment and a certificate of the amount of social unemployment benefits.

Step 3

The payment of a part of the costs is guaranteed only for the cubic capacity, which is assigned to one person according to social norms. Different regions have their own norms. And the calculation of costs will be made only on the basis of payment for the required living space. All amounts in excess of these norms are not taken into account either in the calculation of payment costs or in the provision of social assistance. That is, you will pay for the extra living space yourself at the rate of 100%.

Step 4

You will be given the subsidy for 6 months. This amount will be credited to your current account with the Savings Bank of the Russian Federation on a monthly basis. Every six months, you will have to submit new documents to confirm your right to social assistance.

Step 5

In addition to income certificates, you must submit documents proving the identity of all family members, birth certificates for children. And also a certificate of all registered on the living space, a certificate of ownership of the apartment, a certificate from the housing department that there is no debt for housing and communal services, a receipt for the last month for payment of utilities, a certificate from the BTI on the volume of living space.
